The Social Assistance Program and the Social Solidarity Program provide last-resort financial assistance to cover basic needs. Steps
  1. Identify the program that fits your situation: the Social Assistance Program (no severe health-related limitations) or the Social Solidarity Program (severe health-related limitations, which must be established by a doctor in a medical report).
  2. Check the basic criteria. If you are 18 or older: your resources (money, property, earnings, benefits and income) are equal to or less than the maximum amounts set by regulation, and you live in Québec. If you are under 18, you must also be married or have been married, or be the parent of a dependent child.
  3. You can use the SimulAide simulator to check your eligibility for last-resort financial assistance.
  4. Fill out the required forms. Online: web form or Mon dossier. By mail or in person: the “Demande de services” and “Demande d’aide financière de dernier recours” forms, and, if you have dependent children, the “Enfants à charge” appendix. Depending on your situation, other forms or documents may be required.
  5. Submit your application in person, online or by mail. In person, go to a Services Québec office with the completed forms and photo ID issued by a public body. Online or by mail, you may have to go to a Services Québec office for an identity check: the Ministry will contact you if so.
  6. While your application is processed, a financial assistance officer may contact you for additional documents. Your application is analysed once all essential documents have been received.
  7. You receive a decision notice by mail within five working days after all the essential documents have been received. If you are eligible, benefits are calculated from the day the office received your forms. If you disagree with the decision, you can submit a request for review.
  8. Tell the Ministry about any change in your personal situation (birth, separation, starting a job, etc.): otherwise, it may affect your eligibility and the amount of assistance.
