How do you get your foreign diplomas recognized in Québec?

✓ Verified answer Written from official pages, with checked citations and a verification date.

General information, not immigration advice. There is not just one process: it depends on what you want to do. If your profession is regulated in Québec, you must have your training recognized by the body that oversees it. If it is not, you can apply directly to employers. To study, you contact the educational institution. The ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) also offers the comparative evaluation of studies completed outside Québec: it is an expert opinion given for information only, not a diploma equivalence.

Key facts
Regulated trade or profession
You must have your training recognized by the body that oversees the profession; the body may recognize part or all of the studies and work experience acquired abroad.
Non-regulated trade or profession
You can apply directly to employers. An employer may ask for a comparative evaluation to better understand the diploma.
What the comparative evaluation is
An expert opinion given for information only. It is neither a diploma nor a diploma equivalence, and it is not required to submit an immigration application.
Comparative evaluation fees (from January 1, 2026)
$141, adjusted every year on January 1.
Comparative evaluation processing time
At most 60 working days with a letter supporting priority processing (employer, regulatory authority or Services Québec), and at most 6 months in other cases, for 80% of applications. The time starts on the working day after receipt.
Studies not evaluated (examples)
Training of less than one full-time school year and unfinished postsecondary training, among others.
Steps
  1. First check whether your profession or trade is regulated in Québec. You can consult Qualifications Québec to find out.
  2. If it is regulated, contact the body that oversees your profession (professional order, etc.) to learn its steps. It determines whether your training is equivalent to that of a person with a Québec diploma and may require bridging training, an internship or exams.
  3. If it is not regulated, you can start your job search in your field and apply directly to employers, who can assess your skills.
  4. If you want to study in Québec, contact the institution you are interested in (vocational secondary, college or university): it can recognize part of your studies and experience.
  5. If an employer, a body or an institution asks you for a comparative evaluation, or if you want one, prepare your application: form A-0361-FO (2026-03) completed and signed, proof of identity, diplomas and transcripts, translations as needed, and payment of the fees.
  6. Mail your complete application in a single envelope to the MIFI. You can do this from Canada or from abroad.
  7. After sending it, you receive a letter confirming that your file is open and giving your file number. Once you receive the answer, you have 365 days (one year) to send new documents or a comment at no charge.
